National Institutes of Health (NIH)
The NIH Guide for Grants and Contracts is the official source for NIH grant policies, guidelines, and other information in medical and behavioral research. NIH provides application instructions to submit grants applications to NIH, Centers for Disease Control and Prevention, the Food and Drug Administration, and the Agency for Healthcare Research and Quality.

As of October 2025, Grants.gov is the single official source for NIH notices of funding opportunities (NOFOs). NIH will no longer post NOFOs in the NIH Guide for Grants and Contracts. The NIH Guide will continue as your primary source for policy and informational notices.

- Register for Grants.gov subscription services;
- Use the enhanced search tool with NIH-specific filters that can quickly help you find relevant opportunities and access direct links to the official postings on Grants.gov.
Implementation of Common Forms for Biographical Sketch and Current and Pending (Other) Support for Due Dates on or after January 25, 2026 (NOT-OD-26-018) – December 2, 2025
NIH will require the use of SciENcv Commons Forms for Biographical Sketch, Current and Pending (Other) Support and the NIH Biographical Sketch Supplement for application due dates and all JIT, RPPR, and Prior Approval submissions on or after January 25, 2026.
Individuals that are required to complete the Common Form must:
- Use SciENcv to create Biographical Sketches, Current and Pending Support forms, and NIH Biographical Sketch Supplements to produce digitally certified PDFs.
- ORCID iD
- Obtain an Open Researcher and Contributor Identifier (ORCID iD)
- Link it to their eRA Commons account (link instructions available here)
- Verify their ORCID iD is displayed in the Persistent Identifier (PID) section of the forms
- NIH requires each individual—not their delegate—to certify their own form(s) in SciENcv, confirming that: (1) the information provided is current, accurate, and complete, and (2) at the time of submission, they are not participating in a malign foreign talent recruitment program.
Note: Each individual identified as a senior/key person on a Federally funded research project are required to provide the Biographical Sketch Common Form and NIH Biological Sketch Supplement.

Updated Application Policies: NIH Removal of Requirements for Letters of Intent (LOIs) and Unsolicited Applications Requesting $500,000 or More in Direct Costs (NOT-OD-26-019) – December 3, 2025
Effective immediately:
- NIH will no longer request or accept LOIs as part of the application process.
- NIH will no longer require applicants requesting $500,000 or more in direct costs (excluding consortium F&A costs) in any one budget period to contact the funding Institute or Center (IC) before application submission.
- Applicants are no longer required to include a cover letter identifying the Program Official contact which notes that the IC has agreed to accept assignment of the application.
- All active NOFOs containing this requirement are superseded by this Notice and will be updated going forward.

Emergency Modifications to NIH Peer Review for January 2026 Councils – November 24, 2025
NIH plans to review all applications submitted for the January 2026 Councils (e.g., applications that were submitted to due dates in summer 2025) and maintain the quality of review.

NIH Operates Under a Continuing Resolution (NOT-OD-26-011) - November 21, 2025
NIH Institutes and Centers may issue non-competing grant awards at a lower level than indicated on the most recent Notice of Award. The reduced interim award levels are consistent with NIH’s standard approach during Continuing Resolution periods.

Updated NIH Policy on Allowable Costs for Animals (NOT-OD-25-163) – September 25, 2025
Animals
Allowable for the acquisition, care, use, and rehoming/retirement of experimental animals, contingent upon compliance with the applicable requirements of the PHS Policy on Humane Care and Use of Laboratory Animals. If the recipient operates an animal resource facility, charges for use of the facility should be determined in accordance with the Cost Analysis and Rate Setting Manual for Animal Resource Facilities.

New Application Structure for NIH-Funded International Collaborations (NOT-OD-25-155) – September 12, 2025
NIH announced in NOT-OD-25-104 that it will no longer be accepting new applications that request funds for foreign components using the traditional grant subaward/consortium structure. NOT-OD-25-155 introduces a new application structure for grants with foreign subawards. For due dates after September 24, 2025, applications must use new activity codes—PF5 for grants, UF5 for cooperative agreements, or other codes designated for international project components.
Foreign components such as consultants or international travel may still be allowed under other activity codes unless future NOFOs specify otherwise.
NIH will develop and share resources, including FAQs, and will provide training on the new activity codes and application structure. More details will be forthcoming.

Recission Notice: Implementation of NIH Research Security Policies (NOT-OD-25-161) – September 11, 2025
NIH rescinds the NIH Research Security Policies previously announced in NOT-OD-25-154.
NIH is working with the National Science Foundation and other federal research agencies to finalize guidance on the required elements outlined in the Office of Science and Technology Policy’s Guidelines for Research Security Programs at Covered Institutions, and to develop a centralized process for recipients to certify compliance.
NIH will issue updated guidance on Research Security requirements in the coming months.
